I have extracted the .wav audio from a NTSC .avi file. When I try to convert the frame rate described in "https://forum.videohelp.com/viewtopic.php?t=228505" it takes 1 second and produces a zero size file. The Besweet.log file indicates no error. The file is 655Mb and I have tried with smaller files which work, so what is wrong with this one. It is playable and seems OK.

Are you using one of the frontends? Try setting it up again. This version works well for me:
BeSweetGUI v0.7b4. Unzip to its own folder. Then unzip all BeSweet.exe files to the same folder. Try again. It sounds like you're using a GUI and it's not finding the executable. And if I'm wrong in my assumption, try it anyway. BeSweet can be cranky.Pull! Bang! Darn!
